Are you aware of The SpoutOff gutter outlet that won't clog, spoutoff.com?

The aluminum SpoutOff outlet is so big it virtually will not clog.  Also, easy, fast and safe to check.  No ladder needed, no tools needed.

Does not keep debris out of gutters, just ensures water always flows out of gutters ehen it rains even if there is debris in gutters.

Actually I wasn't aware of it, it is quite large but the bottom of a downspout and the downspout itself remain the same. If some debris will clog the lower part of a downspout and trap water in it... You still have to unclog it first before even attempting a disconnect. Imagine holding a 20' long downsput filled with water....
