why is water coming out toilet when running washer

Most likely because there’s a partially clogged drain pipe somewhere ahead of your washer hook-up and toilet. Clogged or missing plumbing vent is also a possibility. I can’t tell you much more because I don’t know the configuration of your plumbing system… you may need a plumber to further investigate this problem or try to run a plumbing snake into the drain pipe. 
Depending on the material and age of your drain pipes using some of the un-clogging chemicals may actually cause significant damage to the system.
