I have a 1/2 bath with a toilet and lav only. The bathroom does not have a window. The building was built in 1988. Does this 1/2 bath require an exhaust fan by 1988 Calif building code. The building was built and finaled by the city in 1988 without the exhaust fan. The bath does have a HVAC duct for heat from a FAU. Any help would be great.

You’d have to check with your local building department if bathroom exhaust fan requirement was enforced at the time of the building plans approval. Building codes vary between jurisdictions and the best way to get that information is at the source.
